2024 ESTIMATES OF SAINT VINCENT AND THE GRENADINES
To be moved by the Honourable Camillo Gonsalves, Minister of Finance
BE IT RESOLVED that this Honourable House do authorise the Minister of Finance to borrow by means of fluctuating overdraft or otherwise from 1st National Bank St. Lucia Limited, the Bank of St. Vincent and the Grenadines or Republic Bank Limited, money to an amount not exceeding in the aggregate sixty-five million dollars, during the period 1st January, 2024 to 31st December, 2024 for the purpose of meeting the current requirements of the Government.

1*. BE IT RESOLVED that this Honourable House do authorise the Minister of Finance to borrow by means of fluctuating overdraft or otherwise from First Caribbean Bank, or the Republic Bank Limited, or the Bank of St. Vincent and the Grenadines, money to an amount not exceeding in the aggregate fifty million dollars, during the period 1st January, 2023 to 31st December, 2023 for the purpose of meeting the liquidity requirements of the Government.

VALUE ADDED TAX (AMENDMENT) REGULATIONS 2022
To be moved by the Honourable Minister of Finance.
WHEREAS under section 58 of the Value Added Tax Act, Chapter 445, the Minister may make regulations for any matter that in the Act requires or allows to be prescribed by regulations or for any matter that is necessary or convenient to be prescribed in order to better carry out or give effect to the purpose of the Act;
AND WHEREAS under section 58 (3) of the Act regulations made under the Act are subject to an affirmative resolution of the House of Assembly;
NOW THEREFORE BE IT RESOLVED that the House of Assembly approve the draft Value Added Tax (Amendment) Regulations 2022.
MEDICINAL CANNABIS INDUSTRY (PATIENT ACCESS TO MEDICINAL CANNABIS) REGULATIONS 2020
To be moved by the Honourable Saboto Caesar, Minister of Agriculture, Forestry, Fisheries, Rural Transformation, Industry and Labour.
WHEREAS, by Section 61 of the Medicinal Cannabis Industry Act 2018 (No. 28 of 2018) the Minister, acting on the advice of the Medicinal Cannabis Authority, may make Regulations for prescribing fees or levies to recover any compliance or administrative costs; the procedure for dispensing of medicinal cannabis to visiting qualifying patients; prohibiting or regulating the issuing of medical certificates; prohibiting or regulating the dispensing of medicinal cannabis by authorised pharmacists to patients; requiring persons engaged in the supply of medicinal cannabis to keep records and provide information in writing or otherwise;
AND WHEREAS, regulations were made and published in the Gazette on the 5th day of May, 2020;
AND WHEREAS, Section 61 (5) provides that Regulations made under the said Act shall be subject to Negative Resolution of the House of Assembly;
NOW THEREFORE BE IT RESOLVED, that this Honourable House approve the Medicinal Cannabis Industry (Patient Access to Medicinal Cannabis) Regulations 2020 by Resolution.

2*. WHEREAS Section 28 (1) of the Financial Administration Act, Chapter 252, of the Laws of Saint Vincent and the Grenadines, provides that the aggregate of the amounts authorised by Special Warrants issued under that Section in a financial year and not approved in a Supplementary Appropriation Act shall not exceed the amount fixed by Resolution of the House of Assembly;
AND WHEREAS it is now necessary to fix the aggregate amounts to be authorised by Special Warrants to be issued under Section 28 (1) of the Act for the financial year ending 31st December, 2022;
BE IT RESOLVED that the aggregate amounts to be authorised by Special Warrants for the financial year ending 31st December, 2022 shall not exceed forty million dollars.
